Section 82 of the criminal procedure code (CrPC) defines the proclaimed offenders as-A person against whom arrest warrant has been issued can be declared a ‘proclaimed offender’ if the court has reasons to believe that he/she is absconding or is in hiding, blocking execution of the warrant.They arethe people who despite several notices by the Court do not appear in front of the Court.

The proclaimed offender(PO) and UT Police arrest six proclaimed offenders.
The accused has been recognized as Kuldeep Singh also known as Dana, a resident of Ambala, Haryana. The crime branch of the UT Police had arrested him earlier on a charge of theft and after getting bail from the Court, the accused stopped appearing for the hearings.Hence, the Court declared him as a proclaimed offender.
The other five offendrs are Ram Nath of Ram Darbaar, Puran Singh od Sector 29, Shivam Saini of Hallomajra, Kameshwar Kumar of Phase 6, Mohali, and Devinder Singh Rawat of Dehradun. All the five accused were declared proclaimed offenders in the Negotiable Instruments Act cases.
All the accused were produced before a local court, which sent them in judicial custody.
