The Punjab and Haryana High Court held Friday’s elections to the Punjab Handball Association scheduled for September 29.
Facts of the case
The petitioners told the court that Tejinder Pal Singh Sidhu and Amanbir Singh Sidhu, the new president and general secretary of the state handball association, had arbitrarily declared these elections without trusting the Punjab Sports Department and the petitioners. Former IAS officer, Sidhu is the son-in – law of Akali veteran and Rajya Sabha MP, Sukhdev Singh Dhindsa; Amanbir is a close relative of former Minister of State Finance and MLA Parminder Singh Dhindsa.
The petitioners added that both the State Sports Department and the Punjab Olympics Association had declined to send observers to the elections in view of the covid-19 pandemic.
The petitioners argued that the election schedule for September 29 was arbitrary, unlawful, perverse and unconstitutional, as in the current list of electors, there were several representatives whose contact numbers were inaccurate. Members could not be told on time, they said. It was also argued that there was no rush to hold elections, as the present Executive Committee had already been elected by the petitioners and others. The office-holders shall be elected for a term of four years.
Seven district handball associations, including Jalandhar, Shaheed Bhagat Singh Nagar, Ludhiana, Hoshiarpur, Rupnagar, Mohali and Amritsar, had filed a petition to this effect through their counsel, Rehmat Grewal. The judge, Gurvinder Singh Gill, scheduled the next hearing on 19 November.
