FISHERIES DEPARTMENT OFFICIALS BOOKED FOR OBTAINING ILLEGAL CERTIFICATES

                State Vigilance Bureau of Haryana booked 14 senior ranking officials of the state fisheries department for obtaining M. Sc. Zoology Degree in an illegal manner form Tamil Nadu and Rajasthan based deemed universities. Of these 14 officers most of them are of the rank of district fisheries officer or deputy director and are still working. These officials tried to take the benefit of fake degrees for promotion.

                Investigation revealed that senior officers of the fisheries department had obtained MSc (Zoology) degrees through distance mode from the study centers of Vinayaka Mission University, Salem, Tamil Nadu and IASE Deemed University, Sardar Shehar, Rajasthan in order to get promoted to higher ranks. The University Grants Commission (UGC) as well as the distance education council, however, clarified that these institutions were deemed universities and were not authorized to grant degrees, as the MSc (zoology) degree could be granted only through campus study.

                As per UGC and District Educational Council rules, courses through distance education are to be provided on University campus only, and if they are being run outside the premises then permission had to be taken from central government. Candidate has to attend practical classes and personal conduct programme at least for 20days annually, which none of officials had done. Also, according to the UGC rules, to get admission in any course, a migration certificate from the previous university was required but none of these universities took migration certificates from these officials. A FIR has also been registered against two institutions Vinayak Mission University, Salem, Tamil Nadu and IASE deemed university, Sardar Shehar, Rajasthan, for providing degrees to these senior Haryana government employees in an illegal manner.

                This matter was received by State Vigilance Bureau in October 2015.Fisheries Director had told the Vigilance Bureau in 2018 that none of the officials were granted the benefit of promotion based on these degrees. All of them have been booked under Sections 120-B (criminal conspiracy), 197 (issuing or signing false certificate), 198 (using as true a certificate known to be false), 420 (cheating) and 511 (attempt to commit offence) of IPC.

                Vigilance bureau found that many of these officers did not take leave even during the examinations.
