On Friday, the Punjab and Haryana High Court informed the Punjab Government, State DGP and Mansa SSP of a petition filed by a woman whose husband was allegedly tortured by the excise personnel, leading to brain haemorrhage and paralysis. The court also directed the Mansa SSP to look into the matter personally and to send a status report on its own within two weeks.

Facts of the case and legal contention

Justice Jasgurpreet Singh Puri of the HC issued these orders while hearing a petition from Kanta Rani of Mansa. The petitioner stated that her husband, Pawan Kumar, had been taken from her residence by officials of the Excise Department on 18 June. Although no criminal case against him was reported, he was taken to the office of the Excise Department, where he was brutally tortured, she said.

The petitioner had submitted a complaint to the SSP, SHO City-2 Mansa Police Station and higher authorities seeking the registration of a complaint against the excise officials, including inspectors Manjit Singh, ASI Punjab Sunil Kumar Police, Ravinder Kumar and Mahesh Kumar, who were accompanied by some liquor contractors.

But despite the two-and-a-half-month stretch, the Mansa police did not register any case against the officials, even though Pawan Kumar had been crippled for the rest of his life, she said. The matter is scheduled to come to the hearing on September 18.
